<br /> <br />RESOLUTION 2018 - <br /> <br />A RESOLUTION OF THE MAYOR & CITY COUNCIL <br />OF OCEAN CITY TO ESTABLISH A <br />COMPLETE STREETS POLICY <br /> <br />WHEREAS, at the March 13, 2018 Council Work Session, the Mayor & City Council reviewed the Agenda <br />Item to consider the Town pursuing designation as a Bicycle Friendly Community (BFC) and at the April <br />10, 2018 Council Work Session, the Mayor & City Council approved the motion for the Town to pursue <br />designation as a BFC; and <br /> <br />WHEREAS, the Town seeks to provide the following benefits of becoming a BFC: Safety while biking in <br />Town, increased opportunities to apply for Grant Funding; better infrastructure for promoting bicycle <br />Tourism activities; improving Health and Recreation opportunities; increasing Property Values in Town; <br />and decreasing Traffic congestion and vehicle emissions; and <br /> <br />WHEREAS, developing a Complete Streets Policy is an integral component of the Town’s interest to <br />become a Bicycle Friendly Community (BFC); and <br /> <br />WHEREAS, at the July 2, 2018 Council Regular Meeting, the Mayor & City Council approved the <br />establishment of a Bicycle & Pedestrian Advisory Committee (OC BPAC) in Resolution 2018 – 12; and <br /> <br />WHEREAS, the Purpose & Responsibilities (II. B. 9 in the ByLaws) of the OC BPAC include the <br />development of a Complete Streets Policy; and <br /> <br />WHEREAS, Smart Growth America (SGA) defines Complete Streets as, “. . . streets for everyone. They are <br />designed and operated to enable safe access for all users, including pedestrians, bicyclists, motorists and <br />transit riders of all ages and abilities. Complete Streets make it easy to cross the street, walk to shops, <br />and bicycle to work.”; and <br /> <br />WHEREAS, the Maryland State Highway Administration adopted a Complete Streets Policy in 2012 to <br />apply to State-owned highways; and <br /> <br />WHEREAS, the Maryland Municipal League (MML) encourages the establishment of Complete Streets <br />Policies; and <br /> <br />WHEREAS, other jurisdictions in Maryland have successfully created Complete Streets Policies, including: <br />Frederick, Hagerstown, Baltimore, Salisbury, Rockville, and DC; and <br /> <br />WHEREAS, the Town’s Bicycle & Pedestrian Advisory Committee (OC BPAC) has reviewed and approved <br />this Complete Streets Policy; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that a Complete Streets Policy is hereby created as further described <br />in the attached Ocean City, Maryland Complete Streets Policy.
