Wed. 12.12 7 Paul Mauser Complete Design of 146th Street to Dukes Avenue Bike Route for In- House construction by PW. Wed. 12.12 DISCUSSION ITEMS: 1. Announcements: a. November 2nd – 1st Friday Opening Night at the Ocean City Art League. There was a group bike ride to the show. Group bike events are beneficial for the Bicycle Friendly Community (BFC) application (see Action Item #1). b. Eastern Shore IMBA event – December 1st, Silent Auction. A flyer will be provided with more information (see Action Item #2). c. 2040 Maryland Bicycle & Pedestrian Master Plan 2019 Update – a draft was released in October and OC BPAC Members are encouraged to provide feedback via the email link that was provided on 10.31. Review & Approve 10.10 Meeting Minutes and Action Items: Glen provided a motion to approve and Tony seconded the motion. None opposed. 3. “Lights on Bikes” Update (Cpl. Allen Hawk): Allen provided discussion of the chart shown below. Jana commented that SHA provided a total of 650 bike lights for the 2018 season. Tony requested that SHA provide as many as 1,000 lights for the 2019 season. Bicycle Friendly Community (BFC) Action Steps 4. Existing Data from “Bicycling & Pedestrian Collisions” in Town from previous 3 years (Cpl. Allen Hawk): Allen provided this chart to the OC BPAC as a follow-up to Action Item #1 from the 2018.10.10 Meeting Minutes. 30th Street to 59th Street on Coastal Highway was qualitatively discussed as the likely “hot spot” where a majority of the collisions are occurring. 5. SHA Hiker Biker Trail (611 to 50) – Review discussion from November 13th Council Work Session (Jana Potvin): Jana discussed that design is completed, the project is funded and planned to be publicly bid over the winter with a planned Notice to Proceed (NTP) date Town of Ocean City, Maryland Bicycle & Pedestrian Advisory Committee (BPAC) Meeting Minutes Page 3 of 4 in April 2019. The extents of the project are on Route 50, from the intersection of MD Route 611 to the western extent of the Route 50 Bridge. Jana mentioned that she could provide Plans of the work and information on the Project Duration (see Action Item #3). It is noted that this project is outside of Town Corporate Limits and is not on a Town Right- Of-Way. Coordination between the Town and State on this project fulfills SHA’s commitment to partnerships with local government entities in their July 30, 2012 Complete Streets Policy and it also fulfills the Town’s proposed Complete Streets Policy (Page 2, #11, SHA Coordination). 6. Complete Streets Policy – Review discussion from November 13th Council Work Session (Paul Mauser): The Resolution and Policy were reviewed with Town Council and no revisions were required to the documents. The Resolution and Policy are planned for 1st Reading at the Regular Session on 2018.11.19. Both documents are attached to the Meeting Minutes. Existing Infrastructure 7. Review GIS Maps: Aerial map of Downtown (Inlet to 27th) showing physical impediments, private properties requiring easements, and a potential bike route on the east side of Baltimore Avenue (Karen Zera): Karen provided this aerial map per Action Item #4 from the 2018.10.10 Meeting Minutes. Tony commented to provide a line showing a potential bike route on the east side of Baltimore Avenue (see Action Item #4). Also, existing OCDC bike racks should be added to the map. 8. Update of Impediments (Tony Deluca): Tony provided an update of 3 impediments. A grading issue exists on a Town alley that needs to be reviewed by Paul and this was also mentioned by Hal at the 2018.10.10 Meeting (see Action Item #5). 9. Bike Route – 60th Street to 64th Street: Ordinance for use of sidewalks (Paul Mauser), input from SHA on use of sidewalks in SHA Right-Of-Way (Jana Potvin): a. Consideration: There is a consideration to utilize the east sidewalk in the SHA Right-Of-Way (Coastal Highway) from 60th Street to 64th Street as an alternative to the absence the “Bike / Bus Lane” in this area. b. Liability Concerns: This stretch of sidewalk was not designed as a “Shared Use Path” and is not suitable width. As such, SHA does not recommend utilizing as a “Shared Use Path”. The OC BPAC understands this concern and does not wish to go against the SHA recommendation. c. Legal: It is legal to dismount and walk a bike along the sidewalk. d. Conclusion: In order to stay within existing laws, not add liability concerns, and provide a continuity of the existing bike route, the plan is to provide signage for bicyclists to maneuver off of Coastal Highway at 60th Street and walk their bike to 64th Street, where they will continue riding the existing “Bike / Bus Lane”. e. Action Items (see Action Item #6): Provide proposed signage, pavement markings, and sidewalk markings to OC BPAC and SHA for review. See example sidewalk marking (from Savannah and Gills Neck Road intersection in downtown Lewes, DE) below.
