17.1. Review&Approve 2019.11.13 Meeting Minutes and Action Items:
a. Paul reviewed the Meeting Minutes and Action Items with the Committee.
b. Allen motioned to approve, Mike seconded, none opposed.

17.2. Bike Route project updates:
a. West OC Hiker/Biker Trail project update (Jana Potvin):
i. Jana was unable to make the meeting but provided Paul with an email update.
The Contractor (Bramble) is working with MDOT-SHA to activate the pedestrian
signal at Golf Course Road. A new signal is planned to be installed at Inlet Isle
Lane.
ii. Tom questioned whether or not a metal guard rail would be installed to protect
the wooden Shared Use Path that is currently being installed on the north side of
Route 50 adjacent to Hooper's. The committee will confirm with SHA at the next
meeting (January 8th)
iii. The committee suggested that SHA should have a Ribbon Cutting for this project.
b. Shared Use Path — Philadelphia Avenue (west sidewalk) N Division Street to S 1st Street
(Jana Potvin):
i. Concrete/ADA compliance work is proceeding and should be completed prior to
Memorial Day weekend.
17.3. BFC Application—status update (Paul Mauser):
a. The League of American Bicyclists (LAB) announced the Fall 2019 Bicycle Friendly
Communities (BFC) on November 21St. Ocean City received an Honorable Mention:

b. LAB provided the Town with a "Report Card"that the Committee thoroughly broke down
into Action Items to be completed with the plan to reapply in August 2020. Notable
Action Items are included in the chart on Page 1 (see Action Items#1 -#4). Ocean City's

17.4. Ocean City Strava Profile (Rick Wawrzeniak):
a. Rick was not able to make the meeting and this Agenda item will be moved to the next
meeting.
b. Tony discussed that the Town Attorney was contacted and advised that only the officially
signed and striped bike routes on public Right-of-Ways should be included on the Town's
Strava Profile.
17.5. License of Use—Hotel Easements (Tony DeLuca):
a. Tony discussed that the committee has the opportunity to develop additional easements
through private property to assist in developing an alternative north to south bike route
off of Coastal Highway.
b. Karen Zera has developed an internal GIS map showing where these easements are
needed and is requested to provide at the next meeting.
c. Existing easements are at the 29th Street Econo Lodge and behind the Montego Bay
Shopping Center.
17.6. Development of OC BPAC Webpage (All Members, Bill Funkhouser):
a. As a follow-up to the Open Session from Meeting #16, the committee discussed the
development of a webpage on the Town's website. The webpage should include all items
related to biking in Town, such as:

ii. GIS Maps of Town's bike routes,
iii. Link to rules for biking on the Boardwalk,

ix. MDOT Bikeways Grants,

xii. Bill Funkhouser is planning to spearhead the effort to develop the webpage (see
Action Item#5).
17.7. Review of 2019: Significant Accomplishments (All Members):
a. BFC: Apply for BFC Designation (Received Honorable Mention and Report Card);
b. 60th Street to 63rd Street: Provide signage and sidewalk markings;
c. 141s'Street: Dedicated Bike Lane included with PW FY'19 Paving Project;
d. SHA's West OC Hiker/ Biker Trail: Support project and provide input;
e. "Lights on Bikes" Program: 864 total lights distributed;
f. J-1 Student Outreach: Increase in education/outreach efforts;
g. GIS Mapping: Develop mapping of Existing and Potential Town bike routes;
h. Complete Streets Implementation Team (CSIT): Evaluation of PW FY'20 Paving Projects
and recommendation to widen sidewalks at oceanside 120tH 123rd 127tH and 130th
Streets;
i. Shared Use Path on S. Philadelphia Avenue(N Division Street to S. 1St Street):Suggest and
receive concurrence from SHA to include in SHA's paving and sidewalk reconstruction
project;
j. Presentations: WVU (06.11), MBPAC(07.12), and Town Council Annual Update (07.30);
k. Oceanside Street End Bike Racks: Development of first bike rack at 67th Street, selection
of 28th Street and 120th Street as next 2 locations;
I. Strava Profile: Start development of profile and riding of official Town Bike Routes;
m. Impediments: Eliminate impediment at 68th Street by providing curb cut.
17.8. Planning for 2020: Goals(All Members):
a. BFC: Earn designation as a Bicycle Friendly Community (BFC) by re-applying in August
2020;
b. Bike Masterplan: Develop an In-House Bike Route Masterplan document;
c. Biking Infrastructure: Complete bike route on 146th Street to provide connection to DE;
d. "Lights on Bikes" Program: Distribute a total of 2,000 lights;
e. Bike-to-Work Day: Establish Bike-to-Work day or similar event;
f. Strava Profile: Complete and include all official Town bike routes in the Town's Strava
Profile;
g. Oceanside Street End Bike Racks: Install and construct additional bike racks at Oceanside
Street Ends to comprise a total of 7 locations;
h. "Bikes on the Beach": Encourage private event during the off-season shoulder months
and solicit feedback from the public;

i. Impediment: Eliminate impediment in Town Alley between 72nd and 73rd Street;
*All Members should evaluate and rank the "Top 5 Priorities" for 2020, similar to what
was completed in 2019 (see Action Item#6).
17.9. Open Session:
If there are any corrections to the Meeting Minutes, please notify the author within seven (7) calendar
