Page 1 of 4 Town of Ocean City, Maryland Bicycle & Pedestrian Advisory Committee (BPAC) Meeting Minutes DISCUSSION ITEMS: 20.1 Review&Approve 2020.01.08 Meeting Minutes and Action Items: a. Paul reviewed the Meeting Minutes and Action Items with the Committee. b. Tony motioned to approve,Jana seconded, none opposed. 20.2 Semper Fi Bike Ride—Sunday, October 18, 2020 (Frank Miller, Lisa Mitchell): a. This Private Event being held by the Marine Corps League was approved at the 2020.02.18 Council Regular Meeting, Item#6.C. b. Course: The ride will start at the Inlet and proceed north to 27th Street along the Boardwalk and back to the origin. The event organizer wishes to include a "Fat Tire" bike ride on the beach (15' to 25' west of the high tide line) pending availability of the necessary"Fat Tire" bikes to complete this ride. c. The event organizer is hoping to register approximately 700 people to the event and establish the event as a family friendly function. 20.3 Bike Route project updates: a. West OC Hiker/Biker Trail project update (Jana Potvin): i. Hal reiterated 2 observations that were noted in the 2020.01.08 Meeting Minutes: i. The installation of the metal guard rail may necessitate removal of approximately half of the shoulder parking adjacent to Hooper's Island. SHA is considering to remove parking altogether in this area. ii. The Hiker Biker Trail has an elevated concrete curb that is located in Kelley Bridge Road — this should be marked with a flex post(s). SHA is aware and is planning to address. ii. Thermoplastic striping is planned to coincide with the Coastal Highway paving project. Signs are being developed. b. Shared Use Path — Philadelphia Avenue (west sidewalk) N Division Street to S 1St Street (Jana Potvin): i. Sidewalk work is completed. Planters and tree wells removed. Milling and Repaving of Philadelphia Avenue is planned to start next week. The paving contractor is George & Lynch. ii. Paul to update signage and thermoplastic striping on St. Louis Avenue and Caroline Street to develop transition from State Highway to Town roads (see Action Item#1). iii. Jana to research MUTCD / AASHTO recommended treatments for Shared Use Path intersections (see Action Item#1). 20.4 Bike Month & Mayor's Bike Ride (Tony DeLuca, Glenn Irwin): a. Friday, May 1St is planned as Ocean City's "Mayor's Bike Ride / Bike to Work Day". The event is planned to start at 10:00. b. Course: The ride will start at the Inlet and proceed north to 27th Street along the Boardwalk and back to the origin. Total Distance =4.5 Miles Round Trip. c. Meeting Point: Ocean City Life-Saving Museum at the far south end of the Boardwalk. d. Boardwalk Rules: This event is in compliance with the Town's rules for bicycle usage on the Boardwalk(https://oceancitymd.gov/pdf/OCBicycles.pdf). From the 2020.01.08 Meeting Minutes, Rick Wawrzeniak suggested to consider inviting OCES and Worcester Prep staff and students to the event as well. f. From the 2020.01.08 Meeting Minutes, Glenn is going to look into 2 to 3 ideas to incorporate locally in the spirit of recognizing May as "National Bike Month". g. Paul to contact Jessica Waters to develop a Public Notice for this event (see Action Item #2). 20.5 Ocean City Strava Profile (Rick Wawrzeniak): a. Developing the Strava Profile is an on-going task and Rick plans to continue making progress and will provide an update to the Committee in May. 20.6 License of Use—Hotel Easements (Tony DeLuca, Hal Adkins): a. Karen provided an extensive list and aerial views of impediments in Town (broken down into 4 Zones) regarding a "Potential" bike route off of Coastal Highway. The "Potential" bike route utilizes existing Town Alleys where available and notes where an easement would be required through private property to continue the "Potential" bike route. b. Tony and Hal coordinated to contact several of the respective property owners to request consideration of providing necessary easements. The plan is to focus on hotel properties with "Use Rights". The property owners that have been contacted prefer the use of a Revocable At-Will Non-Exclusive License Agreement. c. The ultimate goal of this exercise is to provide an alternative bike route off of Coastal Highway on roads with significantly lower volumes of traffic. Acquiring all of the necessary easements will be a significant and time-consuming task. d. (see Action Item#3). 20.7 Planning for 2020—Top 5 Goals(All Members):The Top 5 Goals for this year are inclusive of 18.8, Items a through a as noted on the 2020.01.08 Meeting Minutes, 18.8. 20.8 Open Session: a. From the 2020.01.08 Meeting Minutes,Joe recommended to add the North Side Park trail to the Town's existing bike routes. Karen to add (see Action Item#4). b. Oceanside Street End Bike Racks: As recommended by Councilman Paddack at the 2020.03.02 Regular Council Meeting,Town Staff is reviewing the installation of bike racks at 123rd 127tH and 1301h Streets to coincide with the 8' wide sidewalks planned for construction in Fall 2020. Oceanside Street End Bike Racks are now installed at 67"Street and 1201h Street. 281"Street is planned in the next few weeks (see Action Item#5). c. Strategic Plan / MDOT Bikeways Grant: Bill and Paul discussed with the Committee that the Town can apply for a "Bike Strategic Plan"with the next round of the MDOT Bikeways Grant. A Letter of Intent (LOI) is due to MDOT by April 2nd and the application is due by May 22nd. Paul to put Bill in contact with Nate Evans at MDOT. Bill is planning to complete the application (see Action Item #6). A Strategic Plan would identify major projects and focuses more on preliminary design and cost estimates of specific projects as opposed to a Masterplan which inventories every street for facilities. d. Bike Racks on Boardwalk: Hal discussed that PW has located numerous metal bike racks on the Boardwalk at strategic locations as determined by Town Staff. Glenn is requested to provide feedback if there are additional locations that may be more beneficial to the local business owners.
