HomeMy WebLinkAbout2020-06-02 Transportation Committee TRANSPORTATION COMMITTEE MEETING MINUTES VIRTUAL OPEN MEETING TUESDAY,JUNE 2, 2020,9:00 AM Call to Order:The meeting was called to order at 9:05 a.m. by Mayor Meehan. Persons present were: Mayor Rick Meehan, Council Member Dennis Dare, Council Member Tony DeLuca, Council Member Mark Paddack, City Manager Doug Miller, Budget Manager Jennie Knapp, Public Works Director Hal Adkins,Transit Manager Mark Rickards, PW Chief Deputy Director Jim Parsons, Operations Manager Steve Bartlett, Risk Manager Eric Lagstrom, City Engineer Terry McGean,Transit Administrative Manager Brian Connor, Fleet Manager Ron Eckman and City Clerk Diana Chavis Item#1—May 12,2020 Committee Minutes - MOTION by Council Member DeLuca; seconded by Council Member Dare to approve the May 12, 2020, minutes as written.The vote was unanimous. Item#2—General Updates and "Follow Up's" - Currently running a modified Spring schedule and modifying deployments as needed on weekends for ridership increases. Increases appear to be recent graduates and will most likely drop off in next two weeks. - Bus ridership increased slightly; increase is seen during secondshift; 2:00 p.m.to 11:30 p.m. - Committee requested numbers for bus division revenue versus expenditures inclusive of fuel costs for May. - Currently have 105 bus drivers available for work; 6 trainees waiting for Motor Vehicle Administration to open and 3 trainees ready to test. Item#3—2020 Boardwalk Tram Operations Discussion - Committee requested costs of operations and revenue numbers for Trams. Requested scheduling next Transportation Committee meeting July 7, 2020; hopefully having more clarity from the Governor on issues such as "shared ride" and/or amusement regulations. - All Tram staff will need to be drug tested before beginning work; previous pre-season testing has expired. Currently have 44 people available. Consensus of Committee is to not hire any additional staff until we see what demand will be once Tram operation is running. - MOTION by Council Member Paddack; seconded by Council Member DeLuca to move the next Transportation Committee Meeting to July 7, 2020,to discuss a possible start of training for Tram staff beginning July 15, 2020 and begin running Trams with current staff only(no additional hires) on July 29 with the approval of the full Mayor and Council at the July 14 Work Session.This will allow staff more time to prepare and allow better clarity from the Governor. Vote was unanimous. - Hal stated Agenda topics under"Tram Operations" were related to commencement of operations and could be discussed later. Item#4—Traffic Signal at 3rd Street and Philadelphia Ave - Terry informed the Committee that the State Highway Administration can have the communication unit in the signal cabinets at 2nd and 5t"Streets on Philadelphia Avenue as early as June.They will pay for and install units. Requested permission from the Committee to allocate funds to purchase GPS devices for Trams to communicate with the signals. - Mayor Meehan asked Terry if he felt a fully signalized intersection would be approved for installation by State Highway Administration in the future.Terry stated that he does not see that happening anytime in the foreseeable future. Mayor Meehan stated that he would still like to continue pursuing the Third Street Signal with State Highway Administration Motion by Council Member Paddack; seconded by Council Member DeLuca to move forward with transferring$33,030 for the purchase of the signal preemption devices for the Trams from the General Fund to the Transportation fund. Vote was unanimous. MOTION by Council Member DeLuca; seconded by Council Member Paddack to adjourn at 10:04 a.m. The vote was unanimous. The next Transportation Committee meeting is scheduled for Tuesday,July 7, 2020 at 9 a.m.
